Has this vehicle passed New York emissions/smog testing? If no why not?

The car was driven and serviced in N.Y. Sept 2017 1600 miles to July 2021 44800 miles but titled (and licensed) in Montana. Seems odd. How many of these cars were built?

@geo_cfarmJenny2914 The owner of the car stated that he went to a local rim repair facility to get the wheels repaired. The “road force balance” could not be satisfactorily completed due to the bent wheels. Also, the wheel alignment repaired the steering pull.

@Coachmule the date codes on the rear tires are 48/15. Unfortunately, the front tire DOT#s do not indicate the date.

Please post the VMI,when were the coils done? engine mounts and transmission mounts done? Date code on tires please.
